XP is your service record — the system that ran the original Game of Risk site, restored. It accrues from everything memorable you do at the table, not just winning: placement, drinking, dice luck in both directions, the continent you dared to start from. And like a real commission, it is never taken away. Rank is seniority — nobody gets busted back down to Recruit for one bad night.
Every commendation carries a fixed XP bounty — roughly +50 for the easy ones up to +500 for career-defining feats. Bounties are set per medal and never change, so XP earned is XP kept. New medals enter service with their bounty attached.
If XP is rank, the Threat Index is the live intelligence assessment: how dangerous is this operative right now. It is an Elo rating — the system built for chess — adapted for a full table of Risk. It rises when you beat expectations and falls when you don't, so unlike XP it can go down, and the №1 seat can change hands on any game night.
The whole history is rescored from Engagement №1 every time the site loads, so the Threat Index has no memory problems and no favourites — it is exactly what 25 years of results say it is.
